But if--as border fence opponents constantly remind us-- nearly half of illegal immigrants are here because they overstay visas, not because they sneak cross the border, why should the governors of border states be the ones who decide if the borders are secure? ... Who would propose such an illogical arrangement? a) A candidate who wants the borders declared "secure" as quickly as possible, whether illegal immigration has actually been curtailed or not? b) A candidate who wants the borders declared "secure" as quickly as possible and knows border state governors who have large Hispanic constituencies (e.g. Bill Richardson) are likely to do that? c) A candidate who not-so-secretly thinks the Americans who gave him the "message" this summer are yahoo idiots who identify illegal immigration only with the Mexican border? ...
