Here we have a lengthy redacted explanation from one Bushie as to why he (note use in the highlighted text of a male pronoun) handed the document off to another Bushie. The next paragraph seems to be the conflicting testimony of a different Bushie, who is female.
According to the National Law Journal, a duplicate copy of a letter sounding very much like this one turned up in one of the other Roberts-related files at the Reagan library: "In the memo, Roberts recommended against responding to two letters from ministers who urged President Ronald Reagan not to come out against affirmative action. 'The debate is still raging within the Administration and there has as yet been no final decision,' Roberts wrote." If that's all there was in the affirmative action file, then its contents may have been pinched for naught. On the other hand, if the Bushie whose testimony this is stole the contents of a file, or knows that a fellow Bushie stole it, he or she would be unwise to be truthful as to what its contents were.
