President Bush today appointed criminologist John DiIulio Jr. head of a new White House Office of Faith-Based and Community Initiatives. In 1996, DiIulio, a "lock-'em-up hard liner," wrote, "Literally dozens of careful studies document that probation and parole are, to put it mildly, failing to protect the public" and proposed ways to improve the probation and parole systems.
