The applications doctored by those Republican volunteers were applications that had been sent to the voters by the Republican Party precisely because the party knew those voters were Republicans. The Democratic Party did the same thing (without the doctoring) and no doubt has lists of all the voters it sent ballots to. If you find 5,000 voters on that list whose applications were trashed for being incomplete, and let them vote, then justice will have been done.
