A few years ago, Istook introduced a measure to ban lobbying by groups that receive federal funds, a backhanded effort to quash the First Amendment rights of groups representing seniors and the poor. Then he pushed to require clinics to notify parents when kids request birth control. This year, he got a floor vote on his constitutional amendment to permit school prayer. All the Istook crusades failed.
