Several weeks ago, President Clinton declared several states federal disaster areas before they were hit by Hurricane Floyd. In 1997, Jodie T. Allen wrote that when it comes to dispensing "disaster" relief, the message to citizens is clear: Don't avoid risk--the politicians have you covered.
