The accurate term is "disincentive." No exclusionary rule can ever be expected to deter misconduct, since the only sanction--at best--is a return to the status quo ante. It would be as if the only sanction for bank robbery were that the money robbed had to be returned. Taking away the fruits of misconduct can never by itself deter; it can, at most, serve as a disincentive to such conduct.
