In March, two men from Queens, N.Y., were arrested for attempting to broker sales of organs from executed Chinese prisoners. When I was in Cuba recently, doctors told me that foreigners could buy organs for transplant there, as well. In the Philippines, where such sales are openly permitted, the high poverty rate is fueling a ready supply of sellers. Kidneys go for as much as $25,000--nearly 100 times the average annual income. Wealthy foreigners are reported to be flocking there.
