Obama's budgeteers foresee huge cost reductions for "overseas contingency operations"—the result of troop withdrawals from Iraq—but very little change— in fact, in the first few years a slight increase—in other Defense Department spending, which is labeled, in federal budget-speak "DoD (051)."
