Technically, over-the-counter medications containing pseudoephedrine, the most common decongestant ingredient, are no longer exactly over-the-counter, though they are still available without a prescription. They now have to be issued on request by a pharmacist from behind the counter since pseudoephedrine is the starting material for the manufacture of methamphetamine. The cynical part of me suspects that the new rules are theater, but I've been wrong before.
