
Sen. Kerry wrote in his Dec. 7 letter to Graham and Levin:
When I voted for Graham-Levin-Kyl, I understood that it would permit direct review of detention decisions regarding Guantanamo Bay detainees and limit future habeas corpus claims, but that it would not strip the courts of jurisdiction over pending habeas cases that were authorized by the Supreme Court in the Rasul v. Bush decision. Senator Levin made that crystal clear in his remarks on the Senate floor immediately prior to the vote.
