The falling blood pressure was also a bad sign.
Again, the only explanation I can figure is that "EMT 2" had no understanding of what the GCS readings meant.
One question I wish the IG investigators had thought to ask: Was there blood in Ambulance 18? How much?
Quite amazing, if true.
