Yes, the ambulance got lost both GOING to and LEAVING FROM the place where Rosenbaum was found.
Rosenbaum's very low GCS ought to have tipped off "EMT 2" immediately that Rosenbaum had a severe brain injury. Although "EMT 2" told the IG investigators that he knew "something was wrong," he doesn't appear to have acted on that knowledge. Possibly "EMT 2" only learned the significance of the GCS reading after the fact; his superiors sent him to a review class after Rosenbaum died.
