Since "FF" had no EMT training, there's some question as to whether he even KNEW what "the right things" were.
Translation: "a passed-out drunk."
D.C. regulations required the firefighters to give the EMTs (i.e., folks in the ambulance) the vital signs in writing. That didn't happen.
Howard University Hospital. A fine hospital, but it happened to be twice as far as Sibley Hospital.
