The exact figure for the NSA's budget is highly classified. Conservative estimates before 9/11 put the agency's budget at $3 billion to $4 billion. That number has likely grown considerably in the ensuing years. In his 2004 book Plan of Attack, which drew on interviews with numerous high-level sources, including NSA officials, Bob Woodward put the budget at $6 billion.
