Sweeps was developed by AC Nielsen Co. more than 50 years ago in order to set local advertising rates. While only a small portion of networks' revenue comes from local advertisers, networks still spin their story lines around the event, presenting "special" guest stars; life-altering events, such as weddings and births; and gimmicks like tonight's 3-D episode of NBC's Medium.
