
Suppose—just as a crazy thought experiment—that you had a president who believed in multilateral arms control and was even creative enough to advance new, intrusive inspection regimes suited to an age of biological weapons and suitcase nukes. And suppose you made membership in the World Trade Organization contingent on joining these newer, tougher regimes (an idea that, however radical, makes sense when you think about it). Oops, this is starting to sound like global governance—not a stock you'd bet on when John Bolton is White House point man for international diplomacy. But there's only 3.5 years until the next election.
