
The Army encoded the report on its Web site in a way that made it impossible to download, store, or print. The only way to read the report was to do so online—believe me, not a pleasant task. Only late today, after poring through all 540 pages, did I learn that the ever-useful techies at globalsecurity.org had decoded the block and put the report on their own Web site in a more user-friendly format.
