
Juan Cole, in a recent posting on his "Informed Comment" blog, has argued that the members of the Governing Council signed the interim constitution only because they knew it was a precondition for getting the U.S. occupation authority to transfer sovereignty, as scheduled, by June 30. The interim document skirts many disputes—some extremely serious—that, Iraqi lawmakers know, will have to be resolved, possibly with great conflict, later.
