
Sen. Robert Byrd offered an amendment that would forbid the president to deploy guard and reserve troops overseas for more than 180 days. It was tabled by a crushing 64-31 margin. Sen. Edward Kennedy proposed an amendment to require the president to ask NATO to participate in Iraqi peacekeeping operations and to seek a new United Nations resolution authorizing a multinational security force in Iraq—or to submit a report justifying his refusal to do so. This amendment was rejected but by a much narrower 52-43.
