
Sure, France in particular might have balked. But remember, France is part of the political but not the military wing of NATO. In February, when France, Germany, and Belgium refused to allow NATO to send Patriot missiles to Turkey as an Iraq war precaution, NATO ministers simply moved the issue to the military side of the building, cutting France out of the decision-making process. Germany and Belgium quickly caved, and Turkey got its Patriots.
