New British U.N. proposal would set March 21 or March 24 deadline by which Saddam must 1) say on TV that he has WMD and will give them up and 2) let 30 Iraqi scientists be interviewed outside Iraq, among other demands. CW: Saddam would sooner choke. Bill Clinton chimes in for extending the deadline. Bush lobbies Security Council; latest administration leaks indicate Angola, Cameroon, and possibly Guinea are moving toward U.S. position. U.S. officials hint council members who vote no could suffer retribution. Spain's foreign minister says U.S. bloc is "considering" avoiding a vote on its war resolution in view of French veto pledge. Other Spanish officials play down that remark.
