China joins French-Russian-German pact to block war resolution. Turkey indicates its vote on U.S. troop deployments hinges on Security Council decision. Daschle says Bush is "rushing to war without an adequate concern for the ramifications of doing so … with a very small coalition." Britain invites council fence-sitters to revise war resolution to their liking, possibly by giving Saddam a few days to comply. Blair says he'll go to war without U.N. if resolution is vetoed "unreasonably." Blix lauds Iraqi cooperation. Iraq has destroyed 34 banned missiles out of an estimated 100.
