France says Iraqi agreement to destroy banned missiles shows inspections are working, but U.S. dismisses it as more "deception." Pakistani official says, "It seems we are considering a positive vote" for war resolution. Russia threatens to use its veto if "international stability demands it" but evacuates Russian diplomatic families from Iraq. Arab ministers reject U.S. suggestion to urge Saddam to step down.
