Ping

It's simple to ping a machine or a network. In Windows XP you simply open up a command shell (going to the Start Menu and clicking "Run" and then typing in "Cmd" does this). Then type in "ping yahoo.com." You'll see that indeed Yahoo! is up and running. Not all Web sites respond to "ping" commands. Slate, for example, has that function turned off.
