It was only after Bush spoke to the U.N. General Assembly last fall, to a strikingly enthusiastic response, that Saddam invited inspectors back into Iraq after a five-year absence. It was only on the eve of the U.S. and allied airstrikes, back in February 1991, that Saddam broached the possibility of pulling his troops out of Kuwait.
