1) First inspection uh-oh: Equipment tagged by inspectors years ago has vanished from a missile site. Iraq says it was moved or demolished by Western bombing. 2) British report says Saddam is cruel. Reaction: Yawn, another Saddam-bites-man story. 3) Bush says Iraq's level of cooperation is "not encouraging." But N.Y. Times reports that regimes bordering Iraq are conditioning assistance to U.S. on the appearance of U.N. authority for war. War spin: Bush will judge Saddam to be noncompliant. Peace spin: Bush's opinion won't be enough.
