Underplayed stories: 1) Blix indicates Iraq can get away with an incomplete Dec. 8 report on its WMD programs. 2) Russia's U.N. ambassador says that he believes Iraq has no WMD programs and that the Dec. 8 deadline should be extended. Peace spin: U.N. won't authorize an attack. War spin: U.S. will.
