
The way this management approach is described in the MDA's FY 2003 Budget Justification Book (P. 36): "Test and infrastructure programs will be executed utilizing a diverse acquisitions strategy to take advantage of private industry competitive forces and existing DoD agency. … [T]echnology and program management services will be competitively procured from industry to provide the required infrastructure, engineering, programmatic, test and evaluation, and system specific expertise required to develop BMDS [Ballistic Missile Defense System] program."
