The report, published as Revolution in Warfare? Air Power in the Persian Gulf, cites an August 1990 briefing of the war plan, delivered by Gen. Norman Schwarzkopf, commander of Desert Storm, to Gen. Colin Powell, then chairman of the Joint Chiefs of Staff: "We will initially attack into the Iraqi homeland using air power to decapitate [Saddam's] leadership, command and control, and eliminate his ability to reinforce Iraqi ground forces in Kuwait and Southern Iraq" (Page 22). The study also quotes the U.S. Central Command's Operations Order for Desert Storm, of January 1991, as noting that Phase I of the air attack should "result in disruption of Iraqi command and control, loss of confidence in the government, and significant degradation of Iraqi military capabilities" (Page 33). An Operations Plan by the Air Force Component of Central Command, dated September 1990, stated: "When taken in total, the result of Phase I will be the progressive and systematic collapse of Saddam Hussein's entire war machine and regime" (Page 37).
