In a Supreme Court filing on Monday, the Justice Department endorsed for the first time an interpretation of the Second Amendment that would guarantee individuals' right to bear arms, as opposed to state militias' right to do so. Last year, Dahlia Lithwick explained what the Second Amendment says about the right to bear arms and how the Supreme Court has traditionally interpreted it.
