An annex to the treaty states that during short-notice inspections ("challenge" inspections) of a given site, a national government is obliged to permit greatest possible access to the site, "taking into account any constitutional obligations it may have with regard to searches." Dr. Edward Tanzman, who is the manager of the economics and law section at Argonne National Laboratory and has taught courses on the meaning of the treaty, says, "It's absolutely clear the treaty is not going to result in unconstitutional searches. It's as clear as day."
