Social Security: From Ponzi Scheme to Shell Game

In Tuesday's State of the Union address, President Clinton's proposed Social Security reforms included investing some of the federal budget surplus in the stock market. In December 1996, Slate Editor Michael Kinsley provided a prejudiced primer on Social Security privatization.
