The Capitals are the exception to the D.C. decline. The Caps are stocked with workmanlike players who skate hard, play tough defense, and rarely do anything flashy. Every year they win a few playoff games, then choke. New owner Ted Leonsis has made a couple of bold moves—notably picking up Jaromir Jagr—and he has opened his wallet to keep fan favorites in town. They might be great this season. Since Washington is not a hockey town, however, no one pays much attention to their success.
