A handful of green groups—most notably Environmental Defense, the Natural Resources Defense Council, the Biodiversity Legal Foundation, and the Sierra Club—have been publicly critical of CERP. A few pols, led by Sen. John Warner, R-Va., have tried to force Florida to pay a higher percentage of the project's cost, and Sen. George Voinovich, R-Ohio, has tried to stop the airport. Officials at Audubon and other conservation groups pushing the plan concede when pressed that it's far from ecologically ideal, but they argue that they'll be able to change the plan by working within the system. It's a delicate dance: The other special interests need at least some enviros at the table to make sure the plan remains politically viable, but they want to keep them there without promising any water to the natural system.
