This phrase is another gift from the great Gen. Dwight Eisenhower. In his presidential farewell address he warned against the growing influence of said complex. I want to stress that I don't think Rumsfeld's policy gyroscope has been programmed by lobbyists who are taking him out to fancy restaurants and giving him Rolex watches. I assume that the main influence of lobbyists on the issues of space weapons, missile defense, etc., comes via other avenues, such as campaign contributions to elected politicians, especially in Congress. But Rumsfeld has certainly rubbed a lot of elbows in the military-industrial complex, and since people's attitudes are naturally shaped by their social milieu, this is bound to have had an effect.
