Four More Years of Rudy and Bill?

New York City mayor Rudy Giuliani, who can't run for re-election next year because of term limits, recently said, "I can run again in four years and eight years." Can he really run again? For that matter, could Bill Clinton?

Giuliani can definitely run again in or after 2005. The New York City charter allows for another run, as long as the mayor is out of office for at least one full term. Clinton isn't so lucky. The 22nd Amendment to the Constitution flatly states that "no person shall be elected to the office of President more than twice." But there's still hope for the man from Hope: As this "Explainer" pointed out, he may be able to run for vice president someday.
