I found this..with many comments from editors and others on their criteria in accepting poems for their journals..that some 'have an agenda' goes without saying, but some of these requirements might save you time and angst:

As for 'Poetry,' I think that 85% of what their editors accept could have been written by the same poet/person. Monochrome stuff at best.
