The guy is a lib professor who wrote the article.

He says we need to tax the rich which will take money out of the investment sector and put it into the government which turns it into jobs: letter carriers, teachers, fire fighters, etc. Which will then get the economy going again.

Well, the article was directed at an aerospace workers union, guys who make more than the bunch listed above. The author is saying we need to tax your employer and give it to government servce workers. In the long run the aerspace company needs profits for further RD to stay competitive in a world market. Many of the union workers are making over $100k with OT. I am sure they don't want to hand it over to letter-carriers.

Liberals just can't seem to get their arms around it. They can't understand that government doesn't create any wealth. It destroys it. Government isn't an asset, it's a liability. To build larger government is to build larger expenditure.
