Peggy Noonan has come up with a great formulation: He made it worse.

The Senate Republican Policy Committee, yesterday:

He made it worse.

This is a great framing, no question. If the recovery continues to stagger, it's the GOP's slogan versus that fateful chart of how stimulus spending would staunch the bleeding, with actual Democrats trying, probably failing, to argue the broader macroeconomic point about what jobs were created and why the recession began.
