Kelly Ayotte, Susan Collins, Orrin Hatch, Dean Heller, Mark Kirk, Rob Portman, and Pat Toomey. Only Hatch is from a "red state"—and speaking of red states, not one of the 30 Republicans who voted no used floor time to speak against the bill.
