Here's the text of the evocatively named USA Freedom Act, a joint protect of Rep. James Sensenbrenner and Sen. Pat Leahy—one that arrives just as the Senate Select Committee on Intelligence meets to mark up its own bill.

I'm still reading through (I can't recall a day on the Hill when more issues were being worked out simultaneously), but the reformers of the past, like Dick Durbin, are tentatively high on this.
