Over a 12-year Senate career, Kerrey voted to raise the debt ceiling from $4.15 trillion to $5.95 trillion. During that period, he voted for tax increases that led, eventually, to budget surpluses that could have paid down debt. But after last summer, the debt ceiling is famous; instead of grudgingly voting against it when they're out of power and for it when they're in power, Republicans now pledge not to raise it without conditions. (Even John McCain has told me that this is the new norm.)
