The defeat of Cut, Cap, and Balance in the Senate is a fait accompli, but it looks like the bill won't even get a simple majority. Joe Manchin, the freshman from West Virginia and one of the party's most recent and serious advocates of the Balanced Budget Amendment, used his floor speech today to bash Washington for not balancing its budget. And then he announced his vote against CCB.
