. It gives you the pre-spin from Republicans and Democrats, who have both figured out exactly what they can gain politically if the government stays open or if it shuts down. And it explains just how little has changed since a shutdown became a possibility – Republicans were, and remain, the people the public will blame. That has an effect on what each party offers, as each party goes for everything it can get in order to look like a victor.
