of Rep. Carolyn McCarthy’s bill. Here’s the letter McCarthy sent to colleagues, and the bill:
It bans ownership or sale of high-capacity magazines, but “shall not apply to the possession of a large capacity ammunition feeding device otherwise lawfully possessed.” And despite that, as members of Congress told me yesterday, it looks fairly doomed.
