Hurricane-proofing New York

What would it cost to secure Manhattan, the north coasts of Brooklyn and Queens, and Hudsdon County in New Jersey from storm surges with a Dutch-style system of dams and sluices? Looks like about $15 billion which would be money well spent in my opinion.
