Today, President Bush chose Robert B. Zoellick to replace Paul Wolfowitz as head of the World Bank. Sure, Zoellick is a former career diplomat, U.S. trade representative, and deputy secretary of state in the Bush administration, but could you pick him out of a crowd on Pennsylvania Avenue?
