We save the best for last. This chart lists purchases with debit cards issued to hurricane victims (and, presumably, people pretending to be hurricane victims). FEMA regulations require that these debit cards be used only to relieve hardships caused by a natural disaster. I have my doubts that an unfulfilled urge to screen a Girls Gone Wild video would qualify.
